Are no ads within you account spending at all? I was wondering if it was to do with spending limits being reached with existing ads, but if nothing is spending then obviously not that.

EDIT: I noticed the date on this post. Did this get resolved, if so, what was the issue?

Not spending a dime for a long period (more than 3-4 days) basically means your account is already suspended, you just dont know it yet.

Ive been in similar situation. What I did is I deleted the campaign and made a new one a day after. It worked for me.
