Let's say I want more followers for my personal account and my budget is somewhere between 10-100$

What would you recommend? Buying shoutouts? Massplanner? Any tips would be ideal.

Is it that I need to use hashtags more often or focus on specific content?

Depends what your account is about. Usually personal accounts are more random, but some people have a focus like food, travelling, etc. With that budget I would suggest using instagress if you have a low following number right now. If you already have a lot of followers you can purchase shoutouts as well.

Follow/like on that hasjtag or populair accounts ....
Use hasjtags what fit your niche.

If you ever want to run multiple accounts (or expect to be botting for more than a year) get FollowLiker. It's expensive, but you pay $100 once and you can automate your account for forever. (I didn't want to buy it, so I used instagress for a year with 8 accounts and ended up paying $270. I wish I had just gotten FollowLiker back then).

decided to purchase shoutouts, started following people via mp, going to post more frequently , maybe twice a week rather than once every two week

What you say is very valid but you have left out crucial additional costs involved with using FL.

I think its important to give an OP who appears to be less knowledgeable as yourself all the possible costs of using proxies/vps/electricity of running a computer 24/7...

I'd hate to see anyone buy something by mistake...

if your just running a few accounts you don't need proxies. If you want to run more than 5, then you have to pay around $2/month for every 5 additional accounts (at 5 accounts/proxy).

Its important that people see ALL the costs involved. Those costs might be obvious to you but they are not to everyone and could effect the decision people make.

Most people I know of keep their computer on 24/7 anyway.

If OP was to run off and buy a $100 bot without doing any research at all first, he'd have to be an idiot. I think he's smart enough to look into it and then make a decision on his own. Chill.
