I have around 16.4k fishing insta running on followliker, Any way I can monetize this? Im not exactly sure who I should contact about monetization of my page to advertise and what not. Any suggestions?

You could also start a membership site for fishermen, create your own info product, launch a magazine, dropship from aliexpress. So many ideas mate.

Actually setting up a membership site shouldn't take you so long, just buy a premium theme and a membership plugin like S2, buy hosting, a brandable domain, then out the link on your instagram page and promote it. This can literary be done in a week!
