I'm forced to run ads in order to use Keyword Planner

Not anymore. You can use third-party websites that provide similar service.
I think Semrush, Long Tail Pro and a couple more had same functionality.

I can access keyword planner and don't pay for any ads. I think I started making a campaign and paused it / cancelled it / never funded it.

I don't think I even gave them any payment information.

Had the same thing when i started. Move a couple of steps back on the setup, especially in the beggining when it defaults to use default settings... Youll see a tick box, untick it and in you go. Now if that doesnt work, setup a new google account and start fresh. Pay attention to the details on adwords site , and ofcourse sign out of your gaccount and do it again. That should get you in

You must to add your Visa/Debit card and create a new campaign in order to use Keyword planner, however you can canceled it after your created. It will not cost you anything.
