Yes. Everythings change always with Google and SEO. Google changed the search engine market in the '90s by evaluating a website's backlinks instead of just the content, like others did. Updates like Panda and Penguin show a shift in importance towards content. Will backlinks lose their importance?

Backlinks without the spammy obvious footprint still plays the important factor to rank up for medium competition up. Did some simple tests. 2 new websites, 1 with backlinks, the other no backlink but with more detail onsite seo. Guess who rank higher? the answer is obvious. Backlink still rules , now

Link Wheel is one of the best resource of off-page seo. By this we can increase our website backlinks and good traffic..Link Wheel should be done through Web 2.0 or articles submission sites. Link Wheel is having more priority after Google penguin updated. Link wheels still work until now. But you should be cautious in making this kind of link strategy. If you use low quality contents, then you will not gain anything from it.

I suggest using blog network instead of link wheels. Because it will transfer good page value of you optimize your network well.
