Are edu and gov links as effective as before though? I am not talking about high quality, earned links but the ones acquired through pages where there are hundreds of outgoing links like the ones offered through fiverr. I am skeptical about SEO effect of such links.

I wouldn't buy from fiverr mate. The links are extremely poor quality. Instead I would search the marketplace here.

Yes, definitely. But I am also not sure if any sold link would boost SEO because it is not sold only to you but thousands of others so it may look spammy in Google's eye. Anyway, I'd definitely be interested if there are gov\edu sites where there arent a lot of outgoing do-follow links.

yeah, i personally would stick to web 2.0 profiles and wiki links as tier 2 but it is up to you mate. I would normally do this and then hit it up with some guest posts or PBN posts to push it onto page 1.

Indeed, dont get all in because you see its .GOV .EDU.. because its sometimes just .gov.xx and .edu.xx and most of them is just indexer or blog comment type links with 40-80k OBL in that page.

I have 4k list of .edu .gov and i can blast it to your site with gsa if you dont care about quality.

I agree with you, Gov and Edu are now not consider as high quality links by Google because that links have high OBL and spam comments too, But niche Edu and Gov topics can give you high quality links that will effect your ranking , Such as guest posting Article Submission ..

It's very difficult and time consuming to get good quality .edu and .gov links. Those you buy from marketplace, are mostly spam.
