Check the TOS, but usually hosting companies don't care as long as the clients don't leave after 1 month.

The idea is good but over saturated (at least in the US)

Most older or over saturated methods still work, you just have to put your own twist to it.

Back in the day, I had a similar business model, it is saturated so definitely go local. Besides people like to buy locally if they can and meet the actual guy, so go around and meet them with a mockup on your tablet/phone/laptop.

However, don't just give them an affiliate link, you would be leaving so much money on the table.

Upload the sites on your own server for them or get a reseller package. Then you get the client to pay up front annually and you manage the site for them. Managed hosting is a big win for them as they do not need to do anything and the site is live, anything goes wrong they just call you and you fix it and it is a big win for you...

It costs you no extra money to offer managed hosting. You collect the revenue personally no faffing about waiting for affiliate payments. You rebill clients every year it is not just one off. You can then upsell services, like updates to the website and local SEO, social media services etc. They will probably start by purchasing your basic package. But then if you make it work for them they will buy upgrades. I ended up with 1 company paying me $5000 per month on this model plus I had more local companies. After the initial sales it can really snowball way more than an affiliate link.

I have a publishing business now, sold the hosting business and so don't do it any more, but I know if everything collapses I can always go back to this.

Nothing is too saturated the key to sales in angles. Keep testing different angles until you find what angle sells. Everything is "saturated" so why not beat the competition and then they'll it's too saturated because of your brand.
