I have a question regarding email marketing,

So I have got thousands of cold leads emails and I would like to promote my online business website in a proper way,

1) How do I go about that without breaking any "law" since they havent approved me to send the emails

2) How do I mass send to 10k people + and keep track on all the emails and obviously ensure that the emails will go through to their inbox and not spam ?

Use a service, spend some money. Do not send all 10k the exact same email, split test in groups of 500.
