All the major commercial cloakers have support for Adwords. Depending on the niche/offer things can be more difficult than others. Are you looking for someone with accounts to literally run the campaign for you or are you looking for the cloaking service?

the other day i saw a super spammy looking display ad on google ad network. Was literally a picture of doctor oz and a headline that i was shocked was even allowed to pass by google. I guess it depends on your skill. but its defs possible to cloak google. Unfortunately I'm not at that level yet
