create an accounts and make it follow just big accounts in your niche then scrap from that account

Make sure you've checked "advanced options" at the bottom of the first window. It's there.

I did...still not seeing where you can set it to a follower count.

Wait a sec! I am going to built an application for one of my client for twitter that can send message to all the followers at a time. It can be send 1000K. I can give you a clear concept about it few days later. So it should be possible for you too. I mean I can also develop for you too.

Import them on FollowLiker or MassPlanner and send DMs or you can send them manually too.
