PayPal chargeback case: I won, closed case, now re-opened?

Can anyone please check my other thread? The reason I ask is because someone from Israel bought another item from me but it looks fishy to me. The address is incoherent. I tried to look it up the postal code/zipcode doesn't exist in Israel. I checked the account and it's a brand new ebay account made july 31, 2016 with 0 transactions. I wonder if it's possible it could be this guy who was filing these chargebacks cuz he's also from Israel.

Seller protection, theoretically, will eat the cost and you will have funds released. However, this applies primarily to physical items with proof of shipment and delivery. As stated in earlier post, proof of delivery is the most important factor in disputes. This makes accepting PP payment for services and other non-physical items problematic. Problem being the 180 days both card issuer and PP can futz around answering claims and counter claims. The buyer gets a free ride as the amount in conflict does not accrue interest, nor appear as a balance owed, while the seller/provider has their funds held and unavailable. This practice is used by scam gangs who employ a veritable deck of CC's and accounts to avoid being flagged as a serial dipstick. Unfortunately, scams materialize faster than payment processors can effectively note and circumvent them.

Yep, and good thing it was a physical item + had proof of delivery. So far so good....they closed the case again in my favor. That guy was probably some scammer trying to do a chargeback on me and keep the item.

If it's a brand new account and you think it's unsafe, just cancel the transaction and let ebay know

well it's been a few weeks and that has been the last counter claim and it looks like the guy gave up and paypal closed it each time for me.

It's ridiculous, isn't it? I know a case where someone got a chargeback recently for a eBook. The guy bought the ebook, downloaded it, and then asked for a chargeback saying he thought it was a printed book and that it wasn't delivered. Ridiculous.

yes, i wanted others to also get information from this experience. It helps everyone. I have a new incident that has just occurred yesterday but a completely separate order.....i'll post a new thread about it. For this case, basically the lesson is that make sure you have tracking number for the shipment (proof of delivery). If I didn't have that, the other guy would have easily got his money back even if he was lying.

When that happens to me, and that happens every now and then, I just refund and move on. Refunds is a cost of doing business. I am glad it worked out in your favour though

It shows in my paypal that the card issuer filed a counter-claim to paypal on Aug 4 but it looks like it was closed by paypal.
Then on Aug.6, the card issuer filed another counter-claim, and it's again being reviewed. So not sure what that means, and not sure
if this is some kind of scam or loophole that has been used before?

Basically, I shipped the item with proof/evidence of tracking number and the successful delivery of it. But if the buyer is claiming that his cc was used without his authorization (maybe someone stole it? maybe someone used his card?), I don't get why it would ever be my fault. That's an issue he should take up with his own cc company and hopefully get covered for that. But my guess this is some sort of scamming scheme because it took the guy over 40 days to notice that someone used his credit card? And if it indeed wasn't him, why did he successfully accept the shipment as shown in the tracking? Very fishy to me.

Basically the buyer used a hacked ebay and paypal account. probably shipped to a reship center who then shipped to him overseas

The real ebay paypal account owner logged in and found out and did a charge back

you should tell the buyer to file a police report if he wants his cash back/.
