You're either looking at a Windows or Linux (if you are OK using it) VPS with a good internet connection. Not less than 100Mbps. You just install a torrent client (I recommend vuze) and start downloading what you need and storing it in your VPS folder.

Now, if you want to continue to upload them somewhere and then show them on your movie streaming website, I suggest that you use video sharing host, or else the costs will be too high.
