Paypal can be verified with VCC only ?!

Hi, i want to create a new paypal acc with fake info and verify it with a vcc, but will i need a bank account too to complete the verification ? Or a VCC will be enough to verify the pp account ?

No, i already have a pp account, i just wanna make a new one with fake info.

Cause i think that they changed their policies about getting verified, i tried to do that by adding a vcc and to get verified they asked for my bank account info, is the problem from the vcc ?
Btw the country is canada, probably that's why they asked for bank account right ?

Edit : i created another pp account with a new VCC, when try to confirm it by that 4 digits code i get this :
This card is not accepted. Please use a different card.

Any tips please ?

Maybe vcc that you added to paypal had in paypal blacklist. You use another vcc from another supplier.
