Site ranking?

Recently been looking into buying some brand new sites with no traffic and boosting traffic and adding a few ad campaigns here and there to eventually generate income and ultimately flip the site. Are there any services here where I literally can be hands off for SEO? I know articles won't be enough, I'll need links etc. But anyone have a link that explains this more in depth or atleast where I can get a better understanding?
