How someone will get 4500 friends from exactly Houston is beyond me.
99% of all PVA have mostly friends from India/Philippines as having that amount of friends from one city would take waaay too long.

You extract members from local pages or groups and request friendship. I've done it many times I just don't have the time anymore.
