trouble adding payment method to bing ads

This is most likely an IP issue I run into when adding a vcc to bing ads "We can't authorize the payment method. Please make sure the information is correct, or use another payment method."

Also receiving an error message with paypal. Tried using private proxies from a seller here (http://blazingseollc.com/) and the same thing. Can somebody please help me get past this? How do I get an IP address that works?

I have tried adding my personal payoneer card, all real info, money on it for verification, everything was legit, and I got denied

I guess they only allow credit cards connected to real bank accounts

Maybe, but I used cards connected to real bank accounts that previously worked with bing that don't work anymore, my IP must be blacklisted
