How to create gmail pva? any idea please help

hello bhw my question is how to create gmail pva that can be accessed from anywhere like few guys selling on fiverr
i tried to make accounts through android device it was successful i don't have to provide my phone number i just put secondary email but when i tried to open that account in vps which is hosted in usa it asking for phone varification?

so my question is how those guys create google pva which can be accessed from anywhere?

it's almost the same of what you're creating and what they are doing the only catch is that the vps ip maybe considered spam source, been selling gmail accounts and verified with phones haven't meet any problem like that yet
