is there a bot/program/website that can do the following?
1. block my fake/inactive followers
2. unfollow inactive accounts
3. follow another users followers or following
4. unfollow people who don't like my photos(this is a stretch)

it doesn't have to do all of them, could be multiple programs that accomplish what i'm looking for, could only accomplish half of them, etc.

ps- no i am not asking to buy this, i am just wondering if it EXISTS/where to locate it

Well, i don't know if there is a single bot which has the power to do all these, you've listed out.

But there are websites which offers services similar to your quest, you can simply use these bots, or look for someone, who will turn the bot to one.

instagress does all but number 4 thats never going to happen unless you pay some one or code it yourself.

check out booster bots. I think he has master bots that do a ton of stuff like this for each social network.

Best case scenario: He has a freak account and it grows at 10% the "normal" rate by filtering out the 90% who invariably follow but don't engage.

Worst case scenario: He has a typical account and it grows at 1% to 3% the "normal" rate by filtering out the 97% to 99% who invariably follow but don't engage.

The total amount of likers are the same regardless. OP just cuts out a majority of social proof and potential reach in exchange for... what?

Errr Instagress DOES NOT:
1. block my fake/inactive followers
2. unfollow inactive accounts

No block features on instagress and the unfollows it does are just normal unfollows and are not based on fake/inactive behavior.
