With less than 50 usd you can do this... in this website http://wplist.org/ you can find free plugins, themes and many other things, isnt updated but worst is nothing, is good for somebody who want start with low risk or go to the section of the forum "download" you can find more things that can help you. See videos in Youtube, ask question here or in the forum that you like more and you will receive help and recomentation.
Isnt easy for somebody that are new in all this, but inst impossible.
