For PC or mobile traffic? CPC is relatively expensive than CPM. But for 35K clicks per day, you have to get enough budget.

The conversion rate also depends on the product, targeted audience and other factors.

You must go with the big boys if you want quality traffic. PPC fits Adwords, Media Net, Bing, etc. You could try the new (rather low quality) propel media (old trafficvance) for some cpa offers...
