I doubt if someone can teach you cloaking as a whole.

But yea, there are people who can teach you how to use a cloaker!

It involves lots of learning.

There are some desperate people who will not be afraid to bill you thousands of dollars for shoddy cloaker. Watch for them!

It is a spamdexing technique. That is the content in the server only show to the google spider and that contents will not be shown in the visitor's side. May it show but not ready to search by google. So,from conclusion the content shown to spider which is completely different from the visitor's page.
Its a wrong way to index by spamdexing and it tries to fool the google. Hope you understood.
