Increase link juice by turn off whois privacy?

Okey so I stumbled across this blog post http://cloudfortunes.com/increase-your-private-blog-networks-power-by-400-for-free/

This guy talking about when he turned off whois privacy for his PBN it increased the ranking power by x4.

That's what I've been doing too. But I doubt it effects the SERP that much.
