Why Payoneer is asking me this ?

Hello,

I've tried to get a Payonner since 8-10 months, I ordered one but did not get it. After few months, I reordered but the same result. I was busy with other stuff and not considering this as a priority (reason for taking too long to complain).
Anyway, I sent them an e-mail complaining about this, This is their answer :

They don't usually ask for receiving a payement first !

Another thing, Can I have both Neteller and Payoneer at the same time ? If so, which one do you think is better for $$$ transactions ?

Well, issuing the card costs money for them for sure, shipping too. You mentioned, that you didn't receive the card twice already, that's two issuing and shipping cost lost for them, the reason is almost irrelevant, if it's the incompetency of your local postal service or something else. I guess they just want to make sure, that they don't send the card in vain now and if you have money on it, maybe they think that you'll be more motivated the chase the card down, if it doesn't get delivered this time either.

Maybe this is a (new) requirement in countries where lots of cards get lost or maybe it's an entirely different reason.

You can have a Neteller account too, why not. I'm not familiar with them, so i can't say which one is better. But you can find the rates on their site, i'm pretty sure about that.

I'm not sure what you mean exactly by "$$$ transactions", but Transferwise has the lowest rates, if you want to move money from a bank account to another, from one currency to another for instance. But it's not like Payoneer, it's really just a money transfer service.

Last time I ordered a new card I payed $50 or something but the card arrived at my home by a dilivery guy in just a couple of days.

I think you are located in the US, right ? I am in Tunisia
Did they ask you for precisely $50 ? They didn't mention any amount, what should I do ?
Do you remember if the guy was from DHL ? Becaue I think that's what you got.
The thing is people get Payoneer for free, why such demand ??

Im not in the US, im in europe. Yes I think it was DHL or something like that. Well I asked for a new card before the expire date thats why they charged me.

Nothing is free.
You pay for the card when you pay the monthly fees, withdrawal fees etc, it's built-in, you can be sure about that. And i also recall that there is (or maybe just was) a card issuing fee of $10.
If you pay for expedited shipping - which i also think that it's $50 - you have a lot higher chance to get the card, because in that case it's shipped with a courier service like DHL and not your local postal service.
If i can remember well, when you apply for the card, you can just select expedited shipping with DHL for $50 instead of standard shipping.
But i think you can find more precise info about this in the Payoneer FAQ/help.

To be honest, I don't waste that $50 on DHL, I have other expenses. In fact, how I am supposed to charge it with money ??!
Anyway, these are facts :
Payoneer is free to get with $30 yearly subscription, Neteller is the one which charges $10 to get the card with some $$ 4 years subscription.
Payoneer suggests you to choose DHL.
On the other hand, I am quiet sure that the problem is 99% from my local post.

they are just asking you link your payoneer account like fiverr,odesk etc when a customer pay you through these services you have to withdraw payment through payoneer when you get a pending payment your payoneer then you have to activate your payoneer account otherwise there will be hold on your account

Sorry, what if I am not using any of freelancer sites or something related, and I am intending to use it in other fields ?
Even if I am freelancing (and I will), is it normal to link my card with fiverr while it is non activated with PIN ?
I am not familiar with this, so I appreciate any advice !

Well, because they have sent you the card few times and it cost money to create/send the card. Now they want to make sure that it is worth it to send you another card or not.

Yes, I think this is the main reason. So, how can I charge it with some money, Fiverr ?? Do you think they want to see any amount or they require $50 and then ask me to choose DHL ? Anyway, they didn't mention anything.

I am afraid so, maybe I have bad luck. My friends received their cards (Payoneer & Neteller) within the estimated time without problems.

And next time when my card expired and i needed new one I paid for a fast delivery via DHL, they gave me tracking code for it as well and it never gets lost. They charged about $50 so if you really want card to reach your home without getting lost in post U should spend a little on it. And I'm in Pakistan

There no con with this company, and if you lose a card you pay for a replacement but if you send them a nice email and exsplain what hapoen to the card sometimes there send the card free ...

I think there the best afflicate card to get your cash easly in the whole industry , you can add £1 to £20.000 a week there prices are very good on withdrawal.

Very recommended

If you need to contact use skype all free but there in usa so do it in there time zone
