You have to restore it with iTunes, which will wipe all data. Plug it in, run iTunes and put the phone into restore mode. (Google it).

Contact the previous owner on ebay and ask him/her to remove the acivation lock by logging into their icloud. I did this once. Otherwise, there is no other way unless you hack the phone and bypass activation.

You bought a stolen phone with FRP enabled. You're out of luck unless somebody creates a hack for it, which likely isn't going to happen.
