Is it safe to @mention some random user in my every tweet (this user would not be my follower and I would not be following him). Would it be ok if I basically scrape a list of users and then mention one in every tweet?
I wouldn't bet it. People may block you and Twitter uses such information to ban accounts currently. BUT, I guess it's safe to REPLY other people tweets mentioning them. Think about it!
Actually there is no use to do that and I wouldn’t recommend it. Better, first you should try to engage with your followers. Engagement builds trust and value.

My main traffic is through @mentions and my most profitable campaigns are @mentions using over 20k accounts....very profitable.
Think social engineering through tweets, target the crowd, learn what makes them tick then craft your tweets and bank!
Use but don't abuse the hashtags, unless you want to get ghosted from the search, it's especially true for the trending ones.
The best if you don't include more than 2 relevant hashtags per tweet.
