Just to update this. James delivered the links today - on day 11.

The service was a few days late, however, he has over-delivered on backlinks, and having gone through the link profile, it looks good to me.
There is a mix of do-follow and no-follow, though more do-follow links as a proportion. Some of the links have a large amount of contextual content around them which is always good.
I note he uses a mixture of keyword anchor text and also generic words, so that should keep Google happy.

I can't comment on how it will affect search engine rankings yet, but in terms of quality of work, I'd say this service is very good value for money.

Review:
report was received 11 days ago. Tier1 links are mostly not indexed yet.
Some links in tier1 are nofollow, noindex so they're useless, but extra links were provided. tier2 links look good, yet they need to be indexed.

It's too soon to see any serp but I expect some boost out of this as my main keyword has low competition (only 200.000 sites include this keyword).

I ordered this service mainly to test its effectiveness.

Will report back in 3 weeks. If there'll be no movement then these links are not effective.

Update after 8 weeks:
tier1 links indexation rate: about 30%.
I wish it would be higher.

I did see some improvement on bing for my keyword and some minor improvement on google but 70% of links is not indexed, some have noindex tags.
I believe this service has more potential - can you improve indexation rate of tier1 links?

My experience is that these type of links are very hard to index.
In your OP you say indexation is 80%+
Do you see such a high index rate even today?

I just checked all the Web 2.0 backlinks, and according to the tool I am using, only 1 of them out of 92 is indexed by Google after 3 weeks.
