However, I'm afraid that I might also do some harm to my website if I leave a comment on a blog that might be penalized - I don't know how to find out if a blog has a penalty or not.I definitely recommend getting at least a couple niche relevant blog comments per week. It's easy and adds relevant backlinks to your profile. It won't help SERPs, it'll just mask any blackhat SEO work you do by adding some natural links.

Also about nofollow and SEO I have try it myself, added slowly 30 noffollow links to a new site with 0 d0f0llow and I see some very great move, so for me it's pretty obvious the quality nofollow link are usefull, I have plan to add 50 to another site in the next 60 days all to the root domain
Nice idea, I haven't think about it, I will try thisYou can add all of them to the root domain. But why not try some twist., try making some links to your social profiles as well...google+ profile or twitter maybe...you might see some astonishing results.
