If you create a facebook account in one state but put the city to say another state could this throw up a red flag? I would assume yes but i don't really know hence why i am asking

Or should you get a good proxy for the city and state when creating and posting to that account?

As I know it does not matter. Would like to know the right answer to it

Surely someone on here knows, or has a really good educated guess. I am about to start one and i didn't want to start off on the wrong foot, but i guess thats part of trail and error

No it wont create any issue to you.
Red flag is only showed when facebook detects a lot of inhuman activity from a certain IP or account.
Like creating loads of accounts, doing a specific or similar activity only, Spammy things

Cheers

For Facebook ads account and Facebook normal account there is 2 kinds of difference. If you will open ads account, you will need everything same. Like same state proxy, number, payment method. For normal account state doesn't matter. You will just need proxy and PVA and go on. Ask me if you don't understand.
Thanks
