I'm using GSA for tier 2 but limited to contextual links only. I don't bother links from blog comments or forum profiles. And I don't build tier 3 though. It's not worth it.

If you don't create tier 3, what do you use to index your contextual Tier 2?
25-30 is a good start. You can add more later on once you see the serp movement. For higher serp I recommend you to use high quality links like pbn or guest post.
Spun content for tier 2 using Wordai spinner.
Use indexing service to index tier 2. Or you can upload your links to a page of an aged domain of yours (not your moneysite) and once the page is indexed, your tier 2 links will be indexed in no time.
Do you have 25-30 separate Web 2.0 platforms that work well for you, or are you recycling the same handful (i.e. two wordpress, two tumblr, etc)? My strategy is generally quite similar to yours, although I do build a tier 3.

Separate web2.0. I have plenty aged web2.0 on my inventory and all I care is its link profile and trust flow.
I do both. I create some manual web 2's with unique content, and I also create some extra web 2's with spun content on tier1.
The main reason I do this is anchor dilution. I don't create more than 5-10 automated backlinks per day on tier1 though. You definitely don't want to be hammering your money site with dozens or hundreds of automated links, but a handful a day is safe. Remember to stick with brand/naked anchors btw. Save the lsi/exact for your pbns/guest posts.
