this person can

• can provide yelp data scraper
• can understand french
• buit wp nich sites
• has a facebook bot
• facebook ads like provider
• has an aged wf account
• a coder
• scrapbox expert
• and many more

obviously trying to scam someone,

If you have an issue with a user -

Step 1 - Visit Profile - http://www.blackhatworld.com/members/designfreak.969567/
Step 2 - Look at the top right side under the search bar, find the Report button.
Step 3 - Click on it, add the reason, reference thread links.
Step 4 - You're done
