Is this type of links on authority website worth the price? Considering it's a brand new page which has ZERO backlinks pointing to it

Given that your page is brand new, you should start building links from tier 2 and tier 1 authority sites. Do your keyword research and start building a solid link base. Since you are just starting out, it will take time to see the results but if you do your keyword research properly and have on site optimization done properly, these links will get you good results in terms of SERPs.
