What's the best paying network that uses CPM?

I have a website that gets a good amount of visitors daily (2-3k daily), but my CTR rate is really low. Im looking for a high paying CPM network that preferably pays in paypal.

hey OP check propellerads . com if your traffic is from tier one and tier two countries you will get some good $$$
unfortunately the don't use paypal as a payment processor
the use payoneer, webmoney z, wire transfert, and some other processor
they pay

I've used them on sites which have been banned by adsense and had some good results. I was using their popunder ads, they gave best results.
