I built a website out around two and a half months ago and have been drip feeding it PBN links (quality domains that I found myself - healthy link profiles + no previous PBN history) over the past month.

Between the 9th and 12th of May I saw a very strong uplift in rankings (from position 35 to 15) for a very high volume term (see: http://imgur.com/QsHXJ0b), however after some days at this position it suddenly dropped back to where it was previously... Crucially, no other keywords saw any form of initial ranking uplift or subsequent decline during this period.

I currently have around 8 PBN links pointing to this domain and 4 exact match anchor texts - I realise that this ratio is horrendously over optimised at the moment and I intend on reducing this with brand/URL based anchor text moving forward.

My question is: Is this a penalty, or was it simply a ranking fluctuation?

Its normal fluctuation. This normally happens during first 3 to 4 weeks of building the links. It should be back soon.

Are these the only links you expect to rank with? Are you not building diversity links?

8 pbn links is nothing. Normal g dance, enjoy yourself and keep linking away!

Unless you move to the first page you'll likely see a lot of bouncing. Once you're on P1 things settle down usually.

Check the PBN links quality by backlink checker tools(Majestic SEO, Ahrefs).
Reduce the OutBound Links(OBL) from your site.
Maybe its Google Dance will take a while to settle down.
I think your site doesn't need any changes(in Brand/URL like that) keep building links,it will produce some good result.

The change in ranking cause google dancing. Try to buy more backlinks and make your site more popular in google SERP page.

It's not a penalty issue. It takes more time to settle down to its permanent position. Don't get worry about it.

Try to get more PBN links for your site.
And as much you increase your back links with high quality content will tends to stop in ranking fluctuation.
I think its not a penalty, after creating more links keep tracing your site.

I think its Google dance. It normally happens when building some backlinks.
It takes some time to settle down. It's not a penalty.
Get quality backlinks from authority sites.
Check your backlinks regularly.
Keep moving.

Wait for a few more days. It might be possible of google dance.
