Like he said take a live streamer and embed the code into the blogger site. Cheap and easy. Maybe nofollow the link on the embed and you're good to go.

Find a free script of a website that does exactly that to test to see if people want to use it before investing in building the real thing

This is an important lesson:

You can't just jump into a large project like this without any knowledge and even more so without a budget. You need one of those.
If you want to learn how to program web app, I suggest learning Ruby on Rails.
