Non Incentive, Incentive , soft incentive. Which term describes this traffic?

Incentivie and non-incentive are based on what type of traffic the advertiser wants.
These offers usually accept incentive traffic, but could as well to take non-incentive traffic with a higher payout.
You can find the same offer with 2 different payouts, based on how you gonna promote it :)

When you say 'these offers usually accept' who exactly are you refering to, the data collector offering the chance to win giftcards to get users on the site (ie the traffic type for their own Aff program), or the actual advertisers on these giftcard sites (shown to user after initial sign up)?

So when these data collectors offering users the chance of a gift card, are looking for Aff programmes/advertisers, how would they describe their traffic/email list? Or are you saying they can effectively offer advertisers both types of traffic?

My main point is that as the data collectors explicitly state there is no guarantee of a prize whatsoever, and as offer uptake has no influence on the chance of winning, would advertisers class their traffic as incentive or non incentive?
