With cloaking my adwords account will eventually get banned. Does this have any effect on the site that I will be advertising?

When an account is banned then I can make a new one with the same name and info? If I have to make an account in another name then I will still be able to pay into that account with my bank account?

The answer of both questions is "No".
Because both are used and that are banned by the administration. I think you can use after a specified time.

What if I make an account in another name? I thought that Google couldn't see my bank info so they wouldn't know it's me sending the money...

Adwords is too strict with vcc at this moment.

Google will ban your domain, with account. So next time you can't run campaigns on Google Adwords for the same domain.
