Many expired domains that I find are still indexed, but have chinese/pbn style/junk content on it.

Do these actually matter? Since previous content on waybackmachine usually is just a check if the domain will still index right and not be penalized?

Or will it affect quality of the domain even though I will change the content to my own?

Don't touch those Chinese content domains, they've been long banned - that's why they've "slipped" through the drop catchers fingers.

Yes but here's the issue.

As long as it still indexes, regardless if it has penalties on it/is banned from ranking well, the metrics will still pass on right?

It's the same as people's sites that get penalized but stay indexed and they 301 it to a new domain, and the metrics still pass, and the rankings will come back for a new domain.

Avoid domains that turned into something different like for example it was turned to chinese blog network because they were either spammed or under Google's penalty.

Dont you know Google does not crawl Chinese content, that referes to be spammed.
So better avoid that.

If they are still indexed they are not banned.

I am not saying you should go for it but there are a bunch of reasons that someone would let a domain expire other than it simply having been banned.

I think you should search for another domains without such bad history to avoid bans and penalty in future.

Its better to avoid domains having shady history as there is a big chance that they might be carrying penalty

This is what I mean.

If the domain is indexed, regardless if it has a ranking penalty, when used for a PBN to pass on juice, it will still do it's job right?

So why would I not take these domains, since others will obviously let them pass, since they don't value them.

Try it out dude. That's what makes an entrepreneur. Always do something when others said don't. lol. try it and if it's working, just keep it to yourself.
