Bluestacks + ProxyCap + IG + proxies to create instagram accounts?

I found a very useful guide on BHW (cannot post links yet) for creating instagram accounts but it is based on the premise that I have a dynamic IP (which I do not).

If I used ProxyCap to create the instagram accounts in Bluestacks with the same proxy I will later be using in FollowLiker, would this work? I ask because all the posts about ProxyCap's unreliability seem to be a few months old so I was wondering if it is more stable now.

It all depends on which proxies you use, don't use shared/public ones
