You don't have to spend anything to redeem/use the coupon. Post account account means bing account should have a valid payment method attached like credit card/paypal. I hope this helps.

Yes, account should be new but does not have to be a USA based. It can be from anywhere in the world as these coupons work worldwide. And yes, you need to add a valid payment method like credit card.
