Question about Link building

I'm new at this kind of stuff so go easy on me please .
If someone post a link of his website on another website that's considered as Backlink and should get you ranked up on Google Ranking ?
Having multiple backlinks in same website will get you ranked more or it's the same as getting 1 backlink (on same web).​

The more links you have on one page, the more diluted your link power will be. So if you use want to promote one page, then you only need one link. If you want to promote a couple of pages then you can do two different links to those two different pages, but the 'power' will be less to the individual pages.

I suppose I should link the blog/website URL instead of a specific post ? or It doesn't really matter how I do it ? also are signature in forums (like Blackhatworld for example) considered as Backlink?

Yes.. Try to write creative blogs by using keywords of your website and put a back-link on it.

More than 1 backlink on a single website will not help you because google count referring IPs of website not how many times a single IP referrer your website so make single link on a website.

But one more link will provide some more points, value depends on the source.

Dont try to get many links from a website..Just make sure you use different sources for backlinks and 1-2 from a particular source is more than sufficient.

When I put backlinks in website should use make the Web URL ? or the post URL (blog)? I mean if I put the post URL It will increase ranking for that post only ? Or it doesn't matter ? the Web URL is enough ?

Blog: If you are trying to rank your SPECIFIC BLOG POST then put URL of blog post.
If you are trying to rank your BLOG WEBSITE (complete website with several blog posts) then use Blog Website URL..

Only post one link at one site and don't post more than one link at a single site. You should post the url of your website at distinct domains but it should be promote in both ways in the form of naked URLs and long tail keyword based links as well.
