using a bank from a different country on paypal

Hi!
I'm from Czech Republic, but I cannot use a czech bank account to withdraw my money.
(Until now I was sending money to a friend , but now due to a new portal, Paypal is asking for ID and proof of address everyone in my country (or maybe a whole EU, I dunno) and he doesn't want to upload his documents somewhere.)

I can use a german bank account on my name instead. The problem is IP address.
I need to register my new paypal account from Germany and login as german user.
But because I'm living in czech, I need any good and safe VPS (I've read VPN and proxies are flagged often so VPS is much better option).
Is there anybody who has a experience with this and could recommend me any good VPS service?

Also, when my bank account, phone number and ID for verification will be german, is there any way PayPal can find my real czech address?
I want to use this account for legal actions and receiving/sending and withdrawing a quite small ammounts of $.

I'll be a really grateful for any answers. Thanks in advance.

You can take a bus to Germany and sign up from there. Fares are almost as cheap as buying a VPS service. Another alternative would be a US bank account. You can add any US account to international Paypal accounts. One thing to consider: Paypal will also ask for ID from German accounts after some time.

Thank you! I can register a bank account in Germany, and I already choosed a one that is near and it's without any monthly fees.
I know PayPal will ask for ID. For that I wanna buy documents from secondeyesolution and use them to confirm my identity.

Somebody also told me to buy a dedicated VPN. If I'll use it also with VMware on my laptop will be that more safe?

From what i can tell sometimes you can use banks from different countrys on Paypal but most of the time it wont work depending on the bank and the country.
