A great way to advertise your channel/content was by posting comments on user channels that are interested in your keyword. Now it seems YouTube has implemented a new feature where most channels seem to have their discussion pages off by default, is this correct or am i missing something? Thanks.

It really depends on your niche, some niches have massive numbers of open comments on user channels.

sometimes if you go to their google plus you can send a message through their gmail, or sometimes they have their contact info posted. try that
