I found 4 million usa email list, i've cheked and i'm only one who founded and downloaded it will it help me to sell clickbank products? it is not targeted list, but number of mails is very big and they are all usa mails.

It probably contains a honeypot and spamhaus will be on your case soon. Finding a list that big is like hitting the lottery so be very skeptical. Probably was a compromised database at one time.

Will it be safe to use those email lists by sending campaigns of your niche so that they can follow to a landing page of yours in order for you to now start building your own targeted list?

Clickbank will ban you because someone from that list will report that you are sending e-mail spam. This is the main reason why CB bans accounts. You can use almost any method to promote clickbank products but they DO NOT accept spam by mail. If your list was opted-in then you would be safe, but this is not the case.

The Clickbank Network Abuse policy says:

"All ClickBank clients are prohibited from using our services in conjunction with any form of network abuse, spamming, spyware, denial of service, or other illegal activity. Sending any email to purchased lists or lists obtained by any other method (such as harvesting) is not acceptable. Clients may only send email to recipients who have joined mailing lists directly from their own website."

You might get banned for spam, a list that large doesn't sound realistic to just be found online. If it works for you though more power to you.

One fundamental thing i've learnt in IM: there's no "easy" way or one-push button solutions to get money. And people around the web get more and more used to promotions, sick to undesired "spam" and more sensible...
IMHO your risk to be banned is pretty high if not sure 100%, being this list's nature so "obscure" and most of all untargeted!
