My suggestion: Start a Shit List thread against him and be sure to provide any proof
you have in the form of Screenshots of PM's, Skype Logs, Emails, etc. However, do
not include any of his personal info, such as his real name, phone number. physical
address, etc. After your thread is approved by a moderator, it will go live and will
be objectively overseen by a moderator.

I don't think that is possible, because you will need a physical address to receive a envelope with a code.
 
I don't think there is any method to add Google listing without address and verification.
Please update me with the method that works for it.
 
Anyone else that is able to do this these days? Willing to pay $ and can provide volume

The best idea, quite honestly I have a project with a large corporation that is trying to syphon search results locally. My method is to rent a Virtual Office for 1 month and receive mail there have it forwarded to you and verify listing
make sure your business is listed as call for appointments or no business hours, cancel your virtual office after 30 days and there you have it. Sure it will get expensive but you will be in all the top cities and possibly compete on a local level
 
Is there a negative ranking effect in the snack pack if you just list your business as a service without an address?
 
There is a way to get unverified listings live I do it for legitimate clients then we verify it when the post-card arrives, I am not selling fake listings.
