Help me with the targeting

Hi guys,
I have fucked my mind on the past 3 months but now I really exhausted my all "tricks".
I need someone to give me ideas of what/where to scrape to get USA active users from IG. I need around 3-4m users/week
I know it's pretty hard to target only 1 country, but an usa procent of +80% it would be great
What do I understand from "active users"? Users who uploaded a pic on the latest 30 days, at most.
If someone can give me some ideas, feel free to pm me the users from where should I scrape or the hashtags or whatever you think it might work...
What will you get on exchange? 20% of the profit (dif. from what I'm making now and how much I'll make). And trust me, 20% it's more than decent

Kim is too worldwide, if you look at the comments of her pictures, just 20-30% are on English.
Celebrities are not for what I'm looking for...especially the famous singers, it's just too worldwide.

Some how I feel like this is degrading into a smash US thread. Either way, I would assume you have looked into geotagging. Most users have geo tagging enabled on their phones and social media accounts with out them knowing. You could scrape accounts with geotags that have posted within the last x amount of days.

Just a quick aside, instagram has 400 mil users worldwide, most statistics put instagram users in the US at about 84 mil as of late 2015. Assuming the statistics that 70% of users are active users, that leaves 58.8 mil users to get for your project. In other words you want to scrape 5% of the instagram active US user base per week.

It also might be worth noting whether the weekly scrapes are for users active that week (aka you can have duplicates between weeks) or if you want completely unique users each week (thus leading to you having the entire active US instagram user base in 20 weeks)
