IMO 95% Would be fine, I am not sure (nor do I think anyone else will be 100% of) how unique it would need to be. But 95% is a good #

95% is fine, some would say it should be 100% but in my experience its impossible to get 100% especially if its in a high competition niche, and google knows this so don't worry about the odd percentage or two

If you are using the content for your website than nothing short than 100% would be fine. For SEO 95% is just fine IMO

I got the one flagged at 90%, hence I'd also say to go with 95%.

I would say 100%. Theme of the article matters rather than just words being changed to make it whatever percentage you want it to be.
