what is best for tier2?

Hi guys, what do you use for your tier2? Is there something that's not too spammy, but still cost effective.

High PR web 2.0s or 301's

I stopped using GSA for tier 2 because google is not indexing the contextual links much anymore. Even with a tier 3 you will be lucky if you get 20% index. I normally get 10%-15%.

Google indexes high PR web 2.0s pretty easy tho and 301's don't have to be index google just has to crawl it 1 time.

Web 2.0 for Tier 2, Web 2.0 for Tier 3, Web 2.0 for Tier 4. Contextual only works in the current scenario. Though you would require to find a method to get those tier 3 & 4 indexed. Be creative in that.

I usually do PBN links and web 2.0's for tire 2 links, it helped me a lot
