How to reupload game/apps has banned before?

I have 2 game has upload from gg play 4 month ago, but GP has been terminated my account it in 2 month ago with reasonViolation of the intellectual property and impersonation or deceptive behavior provisions of the Content Policy. Please refer to the IP infringement and impersonation policy help article for more information.
After that, I tried to register new account with new info, new ip location but it not work. I tried to change source code but it not work too with same reason or spam multi account
So any people know how to reupload it from GP please share or sell me this way. I will pay money if your way has work.

I think he meant to say Google Play. gg as in GG or "GooGle" and GP as in Google Play. Maybe typing "google" for an extra few microseconds is hard enough.
