Make sure that you add your website/business to Google's local directory. Also pay for a yahoo advertisement for local businesses. That alone should usually get you there with the yahoo ad. On top of that include your local town as one of your keywords on site and then go through normal SEO procedures. I am number 1 for my local town with 3 of my websites and their main keyword's.
