Just apply for one! Yes you'd get instantly approved when you apply via fiverr. As well as it is damn cheap in fees for me comparing to paypal !

it most definitely won't take long to approve you and issue the card, maybe 1-2 days, the shipping takes long, but it will take long regardless who ships it to you, if you don't opt for expedited shipping

besides that buying an already existing card is not so legal, that card won't be on your name, which may cause trouble, if you try to purchase something with it and you're asked to provide your id
